Why is Heaven free?

Here's what the Bible has to say about it:

By grace you have been saved through faith, and that NOT OF YOURSELVES; it is a GIFT of God, NOT OF WORKS, lest any man should boast. Ephesians 2:8,9

There's that word again - GIFT. It's clear that heaven is truely a gift of God. But why can't we earn it?
